MY COBRA IDLES FINE BUT UNDERL

MY COBRA IDLES FINE BUT UNDERLOAD DIES AT 1500 RPM. CARB WAS JUST REBUILT. !!help!!PLEASE!!
 
Did it do this before the carb

Did it do this before the carb was rebuilt? Maybe the accelerator pump on the carb is not working?
