Evinrude 55 fisherman cant drop the lower unit

i need help in droping the lo

i need help in droping the lower unit to change the impeller.i loosened the four bolts and it drop about two inches but the gear shifter seems to be holding it up how do i get it to drop. thanks for any help!!!!!!!!!!!!!
