" Engine run perfect, but when it is cold or after it has been in the tilt position for a while it is hard to start.The plugs don't apear to be flooded.Infact after cleaning and putting them back in I have to pump the gas bulb extreamly hard to get gas back to them.And when it fires off it run as if nothing was wrong. "

It sounds like your prime

It sounds like your primer bulb is faulty. The check valves may be leaking fuel back into your tank. You might also want to check your electric choke is working and that the choke shutters are closing completely when the choke is energised.
