"Gary..... "Runs Rough" could mean just about anything. A better description of exactly how the engine is running would be helpful.

When the engine runs faster and the boat doesn't, if you're speaking of what you're acustomed to with the same engine/rig, it's possible that the hub is slipping within the propeller. To test this, block the prop with a 2x4, then using a breaker bar and socket on the flywheel nut, apply pressure.

If you can turn the flywheel and see that the propshaft nut is also turning, but the prop is not of course due to being blocked, the hub is slipping.
