70hp 3 cyl rebuild - cylinder block cover

My first outboard rebuild. Using the shop manual downloaded from this site. I'm concerned because two of the ten bolts for this cover don't have anywhere to screw into on the block. For one, the block side is just smooth, even though there is a hole for the bolt in the cover and the gasket. For another, there is a raised round rod that looks like something to make sure it is aligned correctly, but it's not making sense to me. What am I missing here?

Year and serial # are missing from this post.-----Did you take this cover off during this rebuild ?

Broken bolts makes sense, but I can't believe I wouldn't have caught that. Time to take a closer look. Thanks for pointing it out
