Can't identify what year this 650 is. Please help!!!

Sooooo I bought my first boat and it ran so I couldn't ask for more, except.

I can't find a SN on it so I can't find the year!
Therefore I don't know it's fuel mixture
Because I don't know the year I can't find it's manual
Sooooo I can't figure out what the general maintenance is

AND most importantly I can't figure out why it's running like ****!!!

I've posted pictures please tell me where to look and what to do.

Nah you're ok here.That is,going by the chrome on the lid,an early '60s 650,going by the decals '65, and where did you find such a clean outboard?
The number should be on a plate on the tilt tube bracket,and perhaps on the front of the starter bracket.
Compression test,spark test .Carbs need to be cleaned,impeller changed,and being so old,fuel pump rebuilt. Lower gear unit oil replaced,the seals may be perished if it's been sitting a long time
 
Everyone keeps saying a plate by the transom clamps but I find nothing. Pics below

Burr assuming it's a 65. That's a 1:25 fuel mix right

Ya I think it's been removed :(

With the file mix at 1:50 I took it out today and it's running ok. It starts nice, idels nice when I go to open it up it gets going but never quite gets up to a plane. It's almost sounds like a governed car engine. Any thoughts?
 
What's your RPMs WOT? Should between 4800- 5200,I think.
Do drop it a couple of holes,prop isn't getting a full bite on the water. And it does sound like it's labouring,check the boat for waterlogging
