Rack&Pinion moves freely both directions

Steering wheel on my 17’ runabout with I/O moves freely in both directions with not much resistance, at a glance seems everything is connected, doesn’t look like cable is trying to move at all where it connects to drive unit. Just bought the boat, 1988 Glastron X17, it had been sitting for a few years.

Ayuh,..... Sounds like the rack or the pinion is stripped,......

If so, it's best to replace the helm, 'n cable as a "Kit",.....
 
see if you can move the drive side to side, if not the steering is corroded/stuck inside the guide tube and a heavy muscled person yanked the steering wheel to thy and turn the drive . This probably resulted in a broken help unit
