Getting oil in the tilt trim motor on my 1994 mercury 135

I’m not familiar with this tilt system at all. I know the pump mounts to the hydraulic body, then the motor mounts to the pump, but I don’t know where the hydraulic sealing takes place. What I mean is this, I know there’s seals around the shaft of the motor and where the motor attaches to the pump housing. What I don’t know is whether there should be oil present at that junction or if the seals at that point are to keep water out of the electric motor. Does anyone know if there’s a wet side and dry side to the pump? If the top of the pump is not supposed to be dry on the motor side, then my motor is my issue. If the top(motor side) of the pump is supposed to be dry then I prolly have a pump issue.
 
There are 2 seals under the cap of each piston . one to keep oil in and the outer seal is for keeping debris out. The motor has an o ring between it and the pump.
What seems to be the problem with your unit? Is it leaking at the pistons?
