Mercury outboard (05 carbbed) overheats around 2300rpms but is find wide open??

Weirdest thing, but if I'm trolling a little faster than normal (usually 1800-2000rpms) around 2300-2500 I will eventually overheat, but I am fine wide open throttle.

Thermostats are clear, poppit is clear, engine pees and gets decent psi (nothing different than when I wasn't overheating) and impeller is fairly new. Whats next to check? It's aggravating me

I know its not in the impeller or lower unit section because I have since had to get a completely new lower (unrelated to this issue) and it still has the overheating problem described in the main post (not a normal overheating problem)
 
Pull the pop-it valve, If the plastic seat is not flush with the housing(not pushed in enough) smack it in til it is flush. This will cause an overheat at transition RPM.
