Remote Throttle Question

1995 Mercury Quicksilver remote (Commander I think) and 1995 Mercury 115. Assuming that to operate throttle only I do NOT depress the red squeeze lever on the control handle and depressing it activates the forward or reverse. Help please. And the fast idle is for just that on start up/warm up? Sorry, newby here.
 
Wrong------I recommend you find a shop and get / pay for a tutorial on how to start and operate your motor.----It will save you money in the long run.----The red lever is depressed to get out of neutral.----Such things as operating the control when motor is NOT RUNNING will be explained to you in a manual as well.
