05 25 hp water in cyclinder

o5 looks like water in cylinder when i remove spark plug..it looks gray and wet. unit has rough idle when in water. out of water it runs fine... seems to be a small leak. which gasket do u think i should change first
 
thanks jejj.i am not a pro at this stuff any more. i have always had johnson motors and have not worked on them for years... ok one more stupid question.. i understand that i have to remove the power head. is the seal replace able with out cracking the power head open?. i look for a service manual on line but found nothing on tear down
