1986 Mercury 60HP 3 Cyl - What have I found?

Apologies in advance for asking more novice questions. I'm drinking through a fire hose trying to learn about my new-to-me boat and motor.

This afternoon I discovered a couple of 'things' on the motor I have not seen referenced anywhere before. Perhaps because it is obvious to anybody with more than 2 days of experience with these rigs. Can you help me, please, identify the line and the web strap I found? I tried to upload pictures but unable to do so. Hopefully the links will work.

The web strap appears to be some kind of safety strap extending from the transom mount to the power head. It's about two inches or so in width.

I also spotted a hard rubber tube/hose/line extending up about six inches from the lower unit. It connects to nothing at the top and I see no place where it may have pulled loose. It is very hard, maybe 1/4" tubing. It may be age hardened and supposed to be flexible. What is it and what is it's purpose? PS: motor pees fine.

The wee hose is a feed for a speedometer !!-----Most young folks today use their phone to figure out how fast they are going !

Many thanks! I'm sure not a young'un by anyone's definition, but can use a GPS speedo just fine. Glad it's not something I need worry about!
