I have a 97 mercury 60hp 2 stroke that is quiting when going to full throttle using controls but if I put it in gear and open carbs by hand it runs great. The motor was upside down in water last year so I'm thinking something electrical but I don't know where to go from here is it in the throttle is something shorting out please help any advice would be appreciated thank you
