Force tilt trim problem

I
recently bought a used boat and the tilt trim pump and motor were both gone from boat. I bought a new pump and motor and installed them tilts up just fine but won't go down.
1988 force 125 hp
 
The replacement pump is probably bad.
The chineese have taken over the garbage market and sell lot's of crap.
Even new it can be bad.
