60hp Mercury 4stroke stalling when accelerating and surging at idle

Suggest that you post your question on the Mercury Outboard Forum on this site. Go to the top of this page, on the left click on "Forum Home" then scroll down to Mercury.
 
I don't have a meter to check, I had a mechanic try to isolate, but he was not able to. I can ease the throttle after it is warm and get to full throttle and seems to do ok but sitting still at idle when cold I have to let it idle a while. If I raise the idle to 2500 rpm it will stay there for a minute and then stall out.
