2007, Suzuki DF 140 - 15 amp, In-line Fuse by battery terminal Keeps popping

I have a 2007, Suzuki, DF-140 Outboard Motor. After being in Cold winter storage, I brought it out yesterday. It Started and Ran fine in Neutral but as soon as I put it in gear it killed and nothing in the entire dash panel would work (Including ignition switch) The problem was the 15 amp In-line fuse near the battery terminal. I replaced it numerous times to do some trouble shooting. I could increasingly get more speed each time I replaced it but as soon as there was an increased electrical load it would blow the fuse. (If I punched it / rapid increase in power) I am trying to find out what that fuse is protecting as it appears that seems to be arching and causing the fuse to blow.

Does anyone have any idea what may be causing this?
