Pulling Pivot Bolt in BF20

As part of a routine R&R, for my 2004 BF20, I'm trying to pull the pivot bolt (#15 in illustration below):

I've removed the nice ESNA locknut, sprayed PBlaster, and given it a few good whacks on a (sacrificial) nut, but there is NO trace of movement. I supported the skeg slightly to relieve any pressure on the bolt as well.

Any other ideas? I see that later BF20's use a through tube pivot instead of the big bolt, so perhaps this early design is prone to corroding in place.
 
If you are trying to remove it with the engine mounted on a boat or a stand, it is quite possible that the mounts (part #s 2 and 3) are binding slightly on the rod.

It may loosen up if you can support the engine or lay the motor on its side, leaving the mounting brackets free.

I found that the case when trying to replace the handles on the 15 HP (which is physically the same as the 20).
