Runs rough and can't idle

Runs rough and quits when turned down to idle. I take gas line off and after a few minutes it purrs like a kitten. Also plug fowling.

Sounds like the motor is flooding. When you take the line off it can cause a lean cond.Does the ball get hard when you pump it up.

I changed the fuel connector on the motor and that didn't help.

Guess I should have started with that. Mercury 9.9, 2012, 4 stroke. I'm using Seafoam in the gas so that helps but now this.

What causes flooding in Merc 9.9?

The carb can cause that issue also could just need new plugs.
