help needed with 60hp mercury 2stroke

Ever since I had the keyway replaced on the timing done on it from idle to a little under half throttle it start to die but if i go wide open it ok a bit sluggish doesnt seem to have the power it had before it sheered the keyway im not sure if it todo with the timing be out or something todo with the carbys any suggestions would help a great deal its doing my head in thanks in advance :mad:
 
1. Remove the top carb's throttle cam (so you an hold it wide open--about 3,000 rpm).

2. Fire it up and hold the throttle open.

3. Put a timing light on it and set the timing at 21 to 23 degrees.
