Installing needle valve retainer on 1985 Johnson 15HP electric start (J15ECOB)

I have the needle valve retainer and when I Put the retainer in the slot in which it belongs and screw in the needle valve it does not seem to line up to hit the slot to screw in for adjustment. So I screwed the needle valve retainer in it and started the needle valve in the adjustment slot and then tried to force the retainer into the slot, but it won't budge. What is the proper way to install the needle valve retainer? Thanks in advance, Bigfish1941
 
Is the part you are referring to the white sleeve that fits over the sharp end of the SS needle? If so, I'm going through the same thing.
