cable question

im restoring a old boat and I have to replace the steeing cable so I bough one the length of the old one but it will not turn the motor far enouph either way, I my have some missing hardware, any sugestions would be helpful ?
 
does the cable go through a tube on the motor or is it the type that attaches to the front center of the motor?got any pictures?is the cable identical to the old one?...was the old one turning the motor enough?...is this the same motor that the old on was attached to?
