starting problem

uilhi all new to boating brought engine mercury 1984 50hp rebuilt it move freely and smoth but when I put all plugs in battery will not turn engine over could it be starter also rebuilt is there any way of testing this
 
hi thanks for getting back I rebuilt the starter and a shop said they tested it and found no problems but it doesn't seem to be strong enough can I try and jump start this engine from my van
