1984 125hp Chrysler outboard carb flooding prob

I start the motor and the top carb floods up through the needle valve after bowl is full. Have replaced needle and float kit.
 
Sometimes the needle and float replacement parts aren't the same parts.
Measure the needle against the old.
The float does it have a tab for adjusting?

The float does have tab and we are running original needle as the new one was bigger and spear had some kind of spring system on it.

The carb when it's right side up the float should almost touch the center post.
