Water inside cylinders

I am overhauling a Mercury verado 250hp, model: 1250V34ED engine. The problem was of the engine is 'not crank at all'
Now I have dismantle the engine and got 'Water inside cylinders'.
Then I have check the cylinder head and Block by water pressure for any leakage, but got OK.
I have check the head gasket for any leakage but got Ok.
In the mean time I got Rust of water inside exhaust manifold.
Now what should I have to check?2.jpg1.jpg
 
I have checked
1. Cylinder block by water pressure test for leakage.
2. Cylinder Head by water pressure taste for leakage.
3. Head gasket check carefully.
in all step I have not found any leakage or damage.
But I have got the blindness in gasket that may fault.
