Locating electrical problem

I have a 1991 Chevy 4.1 engine that has been acting up. I have replaced the engine and starter, but now I'm noticing there is no power to the boat. It starts fine, but it will stall out if I go too fast. I believe there is a short somewhere but I can't find it. Where would it most likely be?
 
What leads you to believe the issue is it a "short"?

Not to be a smarta$$ but the elctrical issues with an engine are likely to be in the harness, usually at the connection from the engine harness to the panel harness...Bad grounds are also towards the top of the list. A voltmeter used to locate a large voltage drop will usually help you narrow down the location.
