function makes this piece

I tried to upload photos but I couldn't, my question is, a tank of aluminum with a red top, that function does, because my engine has it, but what worries me is the hose that goes under the tank, that the not mine have it, buy it recently, mercury 2005 optimax, my other question is the engine compression between 90 and 95 is very low , thanks for responding
