Ignition and kill switch problem

I have a 1997 110hp engine on my Javelin. It still starts and runs like it did the day I bought it except for the ability to turn the engine off. I thought it was just a bad ignition switch until I found out I couldn't even turn it off by pulling the kill switch. I've been turning it off by pushing in the choke until I'm sure of what the problem is. Any ideas out there on what to check next?
 
It's a Johnson outboard. I actually think this may have started when I unhooked the Very Retarded Oiler system and started mixing in tank before it had a chance to destroy my engine. Maybe I unhooked something else I shouldn't have?
