Steering cable for 1979 15" Terry bass boat side console

The steering cable is totally frozen on this old boat although the steering box still turns OK. The cable is slightly over 10' long from where it attaches to the steering box back to the clevis attachment at the motor. There is about 1 1/2' of inner cable that winds around inside the steering box. There are no numbers or names on these parts. Do you order a replacement by length?
 
I think it is a rotary type. It winds a cable around in it and there is plastic tube attached for overflow. Can I post a picture here?
