Small sea drive transom help needed

Any suggestion on repairing a 5 inch by 4 inch rectangle and a hole about 3 1/2 inch round, after removing the sea drive unit thats what was left behind. I read something about seacast , is it wise to fill hole then glass over it?
thanks for any pointers.

My objective is to repair holes, install a jack plate and power with a johnson 115 hp motor. What is the best repair for that size hole? plywood resin and glass?
 
best repair is pack with chop glass 4 layers of glass sizing 1 inch larger each layer and vacuum whole repair before resin sets
 
I work on composite skin on helicopters we would use honey comb panel insert in stead of glass and resin. I use a small vacuum pump from harbor freight. you can find how to on abris web site on how to do this when done correctly it is as strong or stronger than new
