Johnson 8 horse hard to start

For one thing you must get it running as soon as possible ( some manuals say 3 hrs max ) from the time it was recovered.------Internal rusting can destroy the fine machinery / bearings in a matter of days.--If you can not get it running contact a shop for help and watch them work on it immediately.
 
You need to change gas tank, fuel line ..........Borrow them from someone
Drain all water out of the carb & engine. Need to empty the fuel bowel in carburator. need to remove water in ALL FUEL LINES in engine.
New spark plugs.

Then connect borrowed tank & fuel line setup............ Many pulls may be needed.
