1976 20 HP Mercury Outboard must spray gas/oil mix in carb to start

Rebuilt carb last year. Y'all helped me tweek the carb. Top speed of 23 mph. Ran good all season but always had to use gas/oil mix sprayed into carb to start.

I have noticed when I pull the choke out it does not stay closed all the way unless I hold the choke button. I believe this is part of the reason I am having to prime the carb with mix to get it started. Any other suggestions that might help where I could resolve the need to spray the mix in the carb for cold starting?

I always have to spray the mix on the first time I crank the motor. After that it edpends on how warm the motor is. If I pull up to a place and turn the motor off and fish for a while I almost always have to spray mix to get it started again. Sometimes I don't think I am getting any fuel in the carb when I turn the throttle on the tiller before I crank the motor. Does that make any sense?
