proper operating rpm

I have a 1992 90 hp Johnson vro on a 18' center console Sea Swirl, can anyone tell me what a safe cruising rpm would be for this motor?

Maximum RPM is 5500.-------------I would say a " safe " cruising RPM is around 4800 to 5000.---------Best fuel economy is around 3700 RPM
