1985 Outboard dead cylinder problem. Help!

Hello, I have been working on a 1985 40 hp johnson outboard.
It is a two cylinder with one carb and the top cylinder is dead with full compression. It appears as though it is getting way to much fuel. The spark plugs are brand new along with the coil packs. When the boat is first started the electric primer leaks and the the seals seam to warm up and the leaking stops. Carb is clean and I am assuming that the needles are adjusted because the bottom cylinder fires perfectly. Haven't looked into timing or fuel pump yet, possible problems here?

Are you sure it only has one carburetor ?-------Model # helps----Is it running with VRO or a fuel pump bolted to the top cylinder ?----Check for a rutured diaphragm in fuel pump.------UPDATE---That appears to be a commercial model.-----Really an early 1970's design that was revived as a " commercial " model and marketed in 1985----Nothing heavy duty about it.
