1995 175hp Evinrude Kicks up in Reverse

I have a 1995 175hp Evinrude that wants to kick up when in reverse. The ptt is full and works fine when in forward. The manual release valve is tight (broke screwdriver trying to loosen it). I did raise the motor all the way and did get the manual release valve cracked open and the motor fell slowly. I can grab the lower unit and pick the motor up. When doing this the piston rod comes up. When I let go it stays where it is. I can use any help you may give.

Wow, I had this same problem with mine. Everyone said to check fluid level, make sure valve is tight etc. Something broke inside my cylinder as I hoisted it to remove it from one boat to another. I ended up selling engine, so problem is solved for me. I would start by rebuilding cylinder. If I remember correctly there is a shear pin that "gives". Hope this helps
