1990 Johnson 70hp outboard will not start. TJ70TLESF Ignition or wiring problem...

New to the board because we are rebuilding a 1990 Suntracker 28 Pontoon boat
with the above engine. When we picked it up it started very quickly and ran well.
Pulled 350 miles and Console came loose and we have taken flooring off. Some wires disconnected
and now engine will not start.

When turn the key nothing happens. No clicks.

1) No sign of kill switch. Previous owner may have taken out. Where would that be and what color wire would that be up by the ignition?

2) Should the 8 wire Plug leading up to the ignition switch have any leads that are hot? None are right now. Even the thick
red one is not showing voltage.

3) Right now the neutral switch two leads are not wired to anything. Must they be?

4) what do each of the wiring colors in the ignition switch do?

Any help you can give at this point will help.

I plan on ordering a Service Manual asap.

Yes, you do need a manual. And yes that red wire going to the switch should be hot. There is a 20 amp fuse under the cowling that is probably blown.
