OMC 140 Horse stalling at higher speed

" My 1988 140 horse OMC Cobra

" My 1988 140 horse OMC Cobra is stalling at about 4000 rpm but the engine doesn't die, it just goes to idle. Anything up to that speed is OK. Recently installed new carburator. Also engine smells like it's running rich. Is there a way to adjust the carb. Both problems may be related but I don't know.Any information would be appreciated. "

"My 1991 dies out above 3000 rpm's, I posted a note last night for help so we'll see who can help.
I adjusted the two barrel carb by 'ear' manually (screw on each side of carb)and got it to run real smoth at 800-1000rpm's with muffs on but I was told it should be about 1500 rpm's out of water so that it will run 1000rpm's in water so I don't know. It seems like out of water it has np problems at any rpm's yet once in water it'a awhole diffrent ball game."
