Suzuki 140 power loss?

I have a 1998 Majek 20" fiberglass texas flats boat with tunnel hull. It's powered by a 1998 Suzuki 140 outboard the rig has 328 hours on it Majek says the boats are speced to to run 42mph, my top speed all trimmed out with the trim tabs and jack plate in use is about 24mph. what could be the problem??

Gps speed or from the boat speedo? Hull clean or dirty? Prop clean and perfect or dirty/dinged? Just started happening or always been this way? Engine cav plate above, below, or level with hull bottom? Engine reaching ~5500rpm or higher.lower?
 
Speed from Gps, Hull clean, 4 blade SS prop in very good condition, approaches 5000rpm, seems like it used to be faster, replaced everything on bottom end from vertical shaft down last spring.
