Ford 351 W marine--

My friend has a 351W in his boat--about a 24ft --if that matters..it is haveing a problem:

It will not even plain when cold--it takes about 15 minutes of hard running to get power. Carb and exhaust are new....any ideas??
 
When you perform the tune-up, as well as setting Base advance, check the progressive ignition advance. All too often this is over-looked.

You'll need the 5.8L Marine ignition curve.
It will look similar to this GM curve.
