1984 Yamaha 90hp Trim & Tilt issue

Just picked up a 1984 Yamaha 90hp 2 stroke.

The switch picks up the motor easily, but it will not lower. The 2 rods, only one pulls in also.

I hear 'check valve' from some people. This the culprit?
