Holiday Mansion dual steering stations

I have a Holiday Mansion house boat with a flybridge helm as well as a lower helm... I've never seen this steering cable design, It comes out of the upper helm which is a feedback type, It then goes down to the lower helm which is not a feedback type, It goes in one opening with a threaded plastic nut and then a cable comes out of the other opening that also has a threaded plastic nut and then goes to the steering linkage in the engine compartment. Is the cable going into the lower helm from the upper helm a seperate cable than the cable coming out and going to the engine compartment? Any help would be greatly appreciated.
