DT 40 head gasket

I have a blown head gasket on my DT 40. When I removed the head I managed to break 9 of the 13 head bolts. There are a lot of ways to avoid breaking bolts but the only one that works for me is "do not turn it". I was able to drill and remove most of them because they were easy to get to. The ones that will be a problem are below the lower cover. My question is "are the bolts holding the power head to the lower unit as likely to break?". If there is much risk that the bolts will break, I will simply cut the lower cover in two and remove the rear portion and put a couple of plates on the inside and re-install it good as new. At least it will look good from the front seat. If there is a simple way to remove the cover, let me know. It looks like a lot of things will have to be removed to get it off. More bolts to break. What do you think of my idea for an engine that has a lot of life left but isn't a show piece anyway.
