1991 johnson 40hp surging problem

I have a 1991 johnson 40hp 2-stroke that idles rough and surges past 2000 rpm.
Thought maybe it was a carb problem but they have been rebuilt,
Changed coil, plugs.
Next step is the voltage regulator.
Will run all day at idle, and the water flow from the lower unit has a good stream,
Can't seem to get it past 2000 rpm without it loosing power and surging.
Any ideas or help would be greatly appricated!
 
Compression test is in order. If that is good then you need to look at fuel supply issues.-----------Pump / hoses /and fittings.----Surging is usually a fuel supply / restriction issue and nothing to do with a voltage regulator.

Thanks for the information, it has a vro pump. I will look at that in the morning.
