115 hp carb replacement

Hi. I've got an 80' Johnson 115 hp. The top carb butterfly shaft holes are worn to the point that I can move the shaft a good 1/16" side to side. I'm thinking that this is allowing excess air into the engine, resulting in a poor idle. I've got another set of 115 hp carbs, in good shape, year unknown. The only difference between the carbs is that the spare set have the primer or recirc fitting on the top of the carbs, where the orignials don't have this fitting. So, can I just plug off the fittings with a short length of hose and a plug? Also, the main jet sizes are different, the originals are #25, the spares are #27. How much of a difference will this make, or should I take the #25's and put them into the spare carbs?

OK, how about telling me just how much of a difference the #27 jets will make compared to the #25 jets?
