25 Hp Honda will only go forward in all three gears

My gear case lube was not changed . I had to replace the seals, O ring and outer housing. There was no apparent damage to the shaft or gears. Upon reassembly the motor runs beautifully but will stay only in forward while changing to neutral and reverse. I have tried adjusting the gear linkage with no change.
 
You don't say what year your outboard is and it is hard to tell from what you write what exactly you were doing but it sure sounds like you may have dropped the slider pin when you had it apart...if you did have it apart?

Why wouldn't you change the gear oil if you had it apart? Confusing.

The pin is item #5 in the parts page link below. It is very easy (and common) for them to fall on the ground unnoticed if you tilt the prop shaft down. No pin will default the transmission to forward at all times. Good luck.
