johnson 1972 65hp outboard Engine only runs at idle will not accelerate

Engine only runs at idle .when throttle is advanced seems to accelerate for second then goes back to idle with throttle full open. has nice hot spark, fuel is clean, filter clean, tried carb cleaner in carb inlets, no improvement. any ideas
 
Spray cleaner is a waste of time ----Sounds like carburetors need to be taken apart for a good cleaning.-----Remove the small high speed jet ( 5/8" long ) found in the bottom of float bowl to make sure it is clean.
