1985 70 hp evinrude will not throttle back... revs out of control...

I am new to this forum and excited to have found it. I have a 70 hp evinrude VRO. I just replaced the carbs because I haven't run it in two years. It will start fine and idle fine. When I increase the throttle, the engine revs way high and will not throttle back. I have to turn the engine off becasue it just keeps reving higher. Any thoughts ?
 
Check linkages.---------------------Does throttle cable pull back the arm ?---------Is the linkage between the arm and timer base in place ?-----------Have seen broken throttle cable not pulling it all back.
 
I looked at the linkages. The throttle cable will pull back the arm... it doesn't even have to move it that far forward for the engine to just "take off" into high revs... the carbs are not even opened up all the way...
