T 9.9 won't rev up

I have a 1992 t 9.9 4 stroke it starts and idles good but when I try to rev it up it chugs like the choke is on I replaced the gas filter and plugs the fuel pump seems to be pumping good took carb apart and cleaned it just bought this motor so I don't know its history could the black piece on top of the carb thats called the starter make it run like this if it failed. thanks for your response
 
I have the 1988 version 9.9 high thrust, 4 stroke, 2 cylinder. I too cleaned the carb, to no effect on how it would not accelerate. I am now checking the Throttle Position sensor that works with the tiller to accelerate the timing. It will be a couple of weeks before I can really pin the problem down, so if you look into your problem and this sensor fixes your problem let me know. Thanks.
