My 2008 250 HP 4 stroke runs fine at low revs but begins to skip at high revs when I get up on plane/load. Does thsi outbiard have a dual stage fuel pump?
 
No, it has a lift pump and a highspeed pump. My suggestion is that you take it to a reputable Yamaha dealer, have them hook it up to the computer and watch all of the necessary voltages and values to determine what the problem is.

Why would you think it was a fuel pump and not a TPS, bad injector or any of the other things that might be wrong with it? Why would you not think you might just have some water in the fuel or some other crap?
 
It has been suggested that the high speed pump filter is foule3d with an ethanol fuel gel......also reported to me by the local dealer is yamaha is now suggested this micron filter be replaced for maintenance yearly.
 
Sure enough....computer diagnostic was fine.....found water and reddish particluate in high pressure fuel pump....changed internal filter and awya we go.
