1993 kohler no start problem

i have a kohler 800 series generator on board my 1993 formula 31pc.

in the last two years I can no longer start the genny! the circuit for the electric fuel pump will energize and pump fuel, but the starter motor will not turn from either the remote or local panels.

both of the fuses on the 'local panel' are intact.

please help me get to the bottom of this, hopefully short of removing the unit!
 
as installed, starter is on 'far' side of unit against a bulkhead, relatively inaccessible short of disconnecting everything to slide it out. i'll see if there are any intermediate connections more accessible to check for power.
