what is the best way to test pontoons for leaks?????????????

I sealed the plugs with Teflon tape, and sealed the entire area with silicone. After two days on the water, one I pulled the plugs and one of the tubes had about 1/2 gallon of water in it.

I have searched the welds pretty close, but obviously, it has to be a tiny tiny crack some where.........

I was wondering if you could put a little (10 lbs or so) of air in the tube and then go over it with a spray bottle of soapy water over all the seams looking for bubbles.

if this is not an acceptable way of looking for leaks.................I am open for suggestions........thanks in advance for your help!
